The Zaragoza Trade Fair and the Spanish Federation of Municipalities and Provinces (FEMP) formalized a collaboration agreement this morning aimed at strengthening the institutional and sectoral reach of CITY.360. The event, held at Zaragoza City Hall, was attended by the president of the Zaragoza Trade Fair, Jorge Villarroya; the Councilor for Economy of the Zaragoza City Council, Carlos Gimeno; and the Secretary General of the FEMP, Luis Martínez Sicluna. Both signed the agreement, which reinforces the institutional participation of local entities in the first two editions of CITY.360.
During the event, Villarroya emphasized the institutional value of the agreement and noted that the collaboration with the FEMP strengthens the essence of CITY.360 as a platform designed for municipalities and for those who, from local government, work daily to improve the management of cities and regions. In this regard, he explained that the Federation's involvement is a fundamental boost for the project, as it will allow CITY.360 to reach thousands of municipalities throughout Spain and help ensure that this new fair responds to the real needs of local governments, both in large cities and smaller towns.
For his part, Sicluna emphasized that this agreement reflects the strategic importance of an event that will be a pioneer in bringing together mayors, public administrations, and urban service providers in a single ecosystem in Zaragoza. “CITY.360 symbolizes how we want to build the cities of the future: collaboratively, with a global vision, with real solutions, and with constant dialogue between service providers and those who manage them,” he added.
Gimeno, on the other hand, praised this agreement because it demonstrates the importance of this pioneering event, which will bring together mayors, public administrations, and service providers in a single ecosystem in Zaragoza. “City.360 symbolizes how we want to build the cities of the future: collaboratively, with a global vision, with real solutions, and with constant dialogue between those who provide services and those who manage them,” he stated.
The FEMP (Spanish Federation of Municipalities and Provinces) brings together 7,410 local entities—including city councils, provincial councils, and island councils—representing more than 95% of Spanish local governments.
Its membership as a collaborator of CITY.360 is a mark of quality and a strategic step that guarantees the event's connection with the level of government closest to the citizen. For Feria de Zaragoza (Zaragoza Trade Fair), signing this agreement with the FEMP is much more than a promotional agreement. It is an institutional commitment that reinforces the strategic nature of CITY.360 as a leading platform for modernizing local public management throughout Spain.
This agreement also contributes to strengthening territorial cohesion by promoting equitable dissemination throughout the region, allowing both large cities and small rural municipalities to access information, resources, and innovative solutions for public management.
On behalf of the Spanish Federation of Municipalities and Provinces (FEMP), Secretary General Luis Martínez-Sicluna emphasized the commitment reached between the federation and the Zaragoza Trade Fair, noting that the FEMP will promote and disseminate information to all local entities about the two editions of “City 360,” which offers solutions to the diverse needs of municipalities, primarily the 1st Mayors and Public Administrations Fair, “Comprehensive Solutions for Management in Public Administrations.” Furthermore, thanks to this agreement, the federation itself will have its own stand to showcase its networks, programs, and initiatives.
Among the activities planned by the FEMP (Spanish Federation of Municipalities and Provinces) at the event, a highlight is an event on the Central Purchasing Office, the tool the federation provides to local entities to improve economic conditions and simplify administrative procedures in public procurement processes. The Central Purchasing Office has nine framework agreements in force, through which it allows all participating municipalities to contract services and access supplies.
